AACWA suspends proposed agitation

ITANAGAR, May 16:  All Arunachal Contractors Welfare Association (AACWA) has temporarily suspended its  proposed three-phases stir following the assurance of state Govt  to release  payment against some of the genuine bills under PWD department. This assurance came during a meeting between AACWA delegation and Govt representatives headed by Finance and Planning Minister Chowna Mein here today, according to an Association release.

While giving a patient hearing to the Associations’ three-point demand which was submitted to the state Govt on May 1, the minister and other Govt representatives agreed in principle to release contractors’ pending bill of Urban Development department under JNNURM shortly, the release claimed.

The association further said that Govt also clarified the present financial status of state, which is stable, and nothing to be panic.

While suspending its proposed agitation for a month, the Association assured its cooperation to the  state Govt in development initiatives.

Meanwhile, AACWA extended its support to the ongoing movement of the AAPSU and appealed to the  Govt authorities  to hold discussion with agitating students  in greater interest of the state.  

 

Tirap ZPC election

Khonsa, May 16: Lorang Loham, ZPM, Kapu Anchal Block was elected unopposed as the Zilla Parishad Chairperson (ZPC) of Tirap district today.

The election for the new ZPC was necessitated following creation of Longding district.

Lorang was the lone candidate (INC) to file nomination for the post.

Born at Chasa village in 1969 Lorang is son of late Lomai Loham.

Earlier, the post was held by Rongnai Maham from Kanubari, now in Longding district. DIPRO

ITANAGAR, May 16: The All Adi Students Union (AASU) has reminded the Chief Minister of its 5-points charter of demands submitted through a memorandum during his to Pasighat last month which included introduction of Commerce stream at Govt. Higher Sec. School, Yingkiong, establishment of a Sainik School and a Mini Stadium at Pasighat, Up-gradation of Govt. Middle School Joipur, Namsai and Govt. Secondary School, Pesing; into Higher Secondary School.

ITANAGAR, May 16: Marpe Sora, Assistant Professor, Department of Computer Science and Engineering, Rajiv Gandhi University, Rono Hills, Doimukh is attending the 4th International Conference on “Computer   Engineering and Technology" (ICCET 2012) being Organized by Science and Engineering Institute Singapore Institute of Electronics, Phuket, Thailand from May 27-28.

Federation demands posting of DTO

ITANAGAR, May 16: All Arunachal Pradesh Public Transport Federation (AAPPTF) East Kameng District Unit appealed to the state government to immediately post DTO at Seppa. It said that due to non posting of DTO in the district, the public are facing innumerable problems.

The unit further urged the DTO in-charge, East Kameng district to maintain uniform fee while issuing or registering vehicle documents.

It also urged the commercial vehicle owners of the district to maintain their vehicle document upto date, adding that the passenger vehicles should have transport license.

The federation also urged all the NGOs of commercial vehicle owners to enroll with AAPPTF.

Meanwhile, responding a one point memorandum, Deputy Commissioner, East Kameng District assured AAPPTF EKD unit to earmark a parking place for private/commercial vehicle within Seppa Township.

 

Five Sub-junior boxers to represent Arunachal

ITANAGAR, May 16:  A five member Arunachal State Boxing Team are leaving for Kolkata on May 24 to participate in the 7th Sub-junior Women National Boxing Championship to be held at Kolkata from May 27-31.

The team will be accompanied by Arunachal Boxing Association coach Paul Natung.

Presently the selected Boxers are undergoing training at Sports Authority of India, SAG Centre, Naharlagun.

 

Society appeals

ITANAGAR, May 16: All Tator-Tani Area Welfare Society appealed to the chief engineer, central zone, PWD to direct the implementing agency PWD Dumporijo Division to immediately carry out the project work of up-gradation of road from Subansiri Bridge point to Segi-Gusar Circle head quarter.

It said that that tender process has been completed in March last but the department is taking time to start the mentioned project.

Meanwhile,  All Upper Subansiri District Contractors’ Welfare Association also expressed satisfaction over the tender process for upgradation of the road. It said  voice against the  upgradation of Subansiri Bridge point to Segi-Gusar Circle head quarter will hamper development activities.   

 

Vacation Cricket Trophy

ITANAGAR, May 16: All India Rajeev Gandhi Vichar Manch International general secretary Vishal P Nabam declared open the Vacation Cricket Trophy at Nime Secondary School play ground yesterday.

On the occasion, Vishal encouraged the youth  to devote their energy and time in studies and sports activities instead of running after contract works particularly in capital complex and also highlighted various opportunities given to outstanding sports person.

NSUI Vice President Teli Naga encouraged the youths to participate in politics and highlighted the importance of youth in politics.

The trophy is being organized by Rusu Panchayat Youth Welfare Society and altogether, 15 teams from Sagalee area are taking part in the tournament.

 

‘Supply medicine to PHC’

ITANAGAR, May 16: Leporiang People Welfare Committee Capital Complex has appealed to the  authority concern for immediate supply of live saving medicines to Leporiang Primary health centre (PHC).

Though the medicine are generally procured during March and distributed to health centres during April, this time no medicine was supplied to Leopriang PHC till date, the committee claimed adding that medicines are urgently required to contain possible outbreak of disease during April to September.

 

STS driver’s death condoled

Seppa, May 16: The staff of Arunachal Pradesh State Transport Services, Seppa station condoled the death of Bagam Siram, driver after a brief illness.

The staff, including station superintendent, in a condolence meeting expressed grief and sorrow at his sudden demise and prayed for his eternal peace. They also conveyed their condolence to the bereaved family to bear the irreparable loss. DIPRO

 

Stop construction work inside I G Park: APATCYO

ITANAGAR, May 16: Arunachal Pradesh Abo Tani Clans Youth Organization (APATCYO) has appealed to the state Govt to stop on-going construction work of  conventional hall and other infrastructure inside the IG Park in order to preserve the natural greenery and save environment.

The organization in a release today said that as the Polo Park at Narhalargun is on the verge of extinction, the G I Park is the only hope for the citizen of the Capital.

Expressing concern over rampant encroachment of IG Park and on-going construction of conventional hall inside the park despite objection raised by various organisations, the  APATCYO said the  multi-purpose stadium being constructed in IG Park should be shifted to Sangey Laden Sports Academy complex which will be greatest gift to the budding sportspersons of the state.

The organization claimed that another multipurpose stadium has been proposed for construction at main parade ground. Construction work for the same may begin by the end of the year, it added.

Homeopathic students go on rampage as authorities hike fee

ITANAGAR, May 16: Students of Northeastern Homeopathic Medical College, Itanagar today went on a rampage while venting their anger against the college authorities.

 The students vandalized window panes, chairs, computers and other materials allegedly for not allowing them to sit in pre-university examination following the unreasonable fee hiking.   Hundreds of students and guardians gheroed the college campus and protested against such ill treatment.

While holding placards and shouting slogan against the college management, they demanded justice for the students. Seeing situation going out of control, college authorities called police. Large contingent of police including officer-in-charge of Itanagar police station rushed to the spot. The students and parents alleged that college authority has unnecessarily hiked the fee at the fag end of the session.

To make matter worse for the students, the authorities refused to allow those students sit in exam that did not pay the “hiked fee”.

The protesting students and parents demanded justification from the college authority about reason for the hike in fees.

According to the source that two college staffs were hurt during the vandalism. Source from police said that an FIR had been lodged by the managing authority against the students and case has been registered with Itanagar police station.

Expressing the anger at college authority, Patey Tayum, a representative from parents said, “We are neither against the college authority nor against anyone but we are against system in college.”

He added that no college can hike fee without proper justification.

He further said the patience of students has been tested enough and whatever happened was because of the outburst of anger and frustration.

“Pre-university examination was postponed four times by authority because students were refusing to sign an undertaking on latest fee structure” said Charu Meme general secretary of the students union of, NE Homeopathic College.  

“Many courses and syllabus have been left untouched though academic season is ending” a student informed.

Another student stated that no fee hike would be accepted till authority assures to improve infrastructures and teaching faculties.

Meanwhile managing chairman of college and former minister, TC Teli rushed to the spot and assured to look into the matter.

Northeastern Homeopathic Medical College, the lone medical college of state has been in news for all the wrong reasons in recent months.

Last year, AAPSU, the apex student body of state had also raised concern about poor infrastructure of the college. At that time the college management had assured to look into the matter but things did not improve. The students complain that college authorities are least bothered about the welfare of students.

It is the time state government take note of the problem and ensures that life of hundreds of students is not spoiled.

 

 

Meet with power developers and project affected

Aalo, May 16: In its endeavour to assess the overall progress of hydro power projects under Mechuka subdivision and to do away the wave of apprehensions among the people, a marathon tripartite meeting among the district administration, representatives from power developers, project affected people involving the Parliamentary Secretary Tourism P.D. Sona was held under the chairmanship of West Siang ADC Kanki Darang in the Conference Hall here yesterday.

They held separate meetings with Velcan and JP at a go to settle all key issues.

Speaking on the occasion, the Parliamentary Secretary and Mechuka MLA expressed his gratitude to the district administration for conducting the public hearing of Neying hydro power project despite hurdles. He said that the meeting was convened with a sole motive to interact with each other in a transparent manner to solve all core issues of the dam affected people and the company’s responsibility towards tribal people so that a proper platform and a conducive atmosphere is built to start property survey works in time. Urging the people to take a soft stand on the issue, the MLA appealed the people to take a long term vision as the projects would not only to hasten economic development of our backward people but also benefit entire state and the nation. He also asked the power developers to accommodate the interest and sentiments of the tribal to embark upon their ambitious projects and involve technocrats of the area in engineering wing.

Giving clarification on delay in compensation payment by the Reliance Company, he said that he has been running from pillar to post to get the electrical clearance and waive off equity share which is pre requisite to clear the payments

Reacting sharply to the statements given by P. Das, the Chief Security Officer and representative from JP that they have shifted their base from Lungte for few years on the grounds of delay in forest and environment clearance, poor road condition for transshipments of big machines and security reasons, Sona stressed that the company should give a clear stand in written to the district administration within a week to dispel the doubts in the minds of the people about their works. The company should have given proper justification to the people in such an important forum and why JP alone should leave while others are in their bases facing the same problem, he rued.

Presiding over the meeting, the ADC Kanki Darang said that the projects have to go on as per the will and strict order of the Govt. Many a hearing have been conducted to settle local issues sitting across the negation table but petty issues continue to come to the fore to bring a halt to the progress of works. He insisted on formation of Committee clan/area wise to accommodate the interests and burry differences to quicken pace of works. The General Manager VELCAN which is undertaking three projects at Tato, Heyo and Rego, P.R. Ravikiran also spelt out the plans and programme of the Company.

Earlier, the people from Ramo appealed the company to fix a hearing by the Velcan at an appropriate location to start the property survey works through LRSO and team while others expressed their strong reservations on discontinuation of laborers appointed by the company and immediate payments of dues. Five burnt to death, 1 injured

Pasighat, May 16: Five persons were burnt to death when a devastating fire gutted down a SPT building at Ngopok village under Mebo circle yesterday.

The deceased have been identified as  Okiling Megu, 12, Olik Yirang, 16, Karneil Gamango, 35, Biju Das, 18 and Darbin Gurung, 28.

Atting Yirang, the owner of the house, has been admitted to the General Hospital Pasighat with burn injuries.

The cause of the fire is being investigated.

MLA Ralom Borang after visiting the accident site cautioned the villagers to be alert to avert such incidents in future. Oli Perme, EAC, incharg Deputy Commissioner,  Oti Dai ADC Mebo, G. Tsomu DRRO along with police officials rushed to the spot and provided immediate relief to the families of the victims. Postmortem of the charred bodies were carried out and samples were collected for further tests. DIPRO.

 

 

CPI (ML) activists takes out bike rally at Taraso, shouts anti-Arunachal slogan

ITANAGAR, May 16: Just days after assurance from Home Minister P Chidambaram that Assam-Arunachal boundary problem will be solved amicably, today neighbouring state Assam again created ruckus at Taraso area under Papum Pare district.

According to the report hundreds of Assam citizens led by one Vivek Das carried out bike rally inside Arunachal village at Tarasso and shouted slogan against Arunachal. The incident took place around 10.30 am in the morning.

The rallyists holding red flags were believed to be supporters of Vivek Das, who is CPI (ML) leader from Borgang under Sonitpur district of Assam. Many of them were believed to be carrying arms. They shouted Arunachalee “Go back to Hill” and “leave our land”.  

As per the locals, Vivek Das is fuelling anti-Arunachal sentiment for his personal benefits.

On his behest, his supporters had allegedly asked Assamese citizen to stop doing business with Arunachal counterpart. He is also believed to be encouraging Assamese people to encroach into Arunachal territory.  

Meanwhile today’s incident has sent shockwaves among people of Taraso and many fear that Assam may again carry out eviction inside Arunachal territory.

There is palpable tension and citizens are now pinning hope on govt of Arunachal to take some action.

While talking to this daily, Tana John Tara, president of Taraso Circle Youth Association informed that people are very angry and frustrated with this act of Assam.

“They had the courage to conduct bike rally inside our village and shouted slogan asking us to leave the land. This is an insult to every Arunachalee. Just because we depend on them for road communication, the citizens of neighbouring should not act so childish. Our government should expedite the process for immediate completion of Balijan to Taraso road connection at the earliest,” he added. “Because of the few evil minded citizens, ordinary villagers of both Assam and Arunachal face problem” he added.

He further urged state government to send additional IRBN personnel to the Taraso Police outpost so that sense of security prevails among the people.

This incident comes days after Likabali area witnessed tense situation over boundary row. The government of both the state may genuinely want to solve the boundary problem but there is no denying that some elements in Assam always try their best to evoke anti-Arunachal feeling for their personal benefits.

At a time when people of NE are standing up against ill-treatment meted out to students from region in various parts of state, such act from people of Assam is highly condemnable.

 

 

APYC, APCU provide relief to Boasimla fire victims

ITANAGAR, May 16: A team of Arunachal Pradesh Youth Congress (APYC) led by its president Tadar Niglar distributed relief materials and few cash amounts to recent fire victims of Boasimla on May 15.

While distributing the relief items, Niglar appealed to the Director of Relief and Rehabilitation Department to immediately sanction relief materials to the victims. He said that the victims are facing hardship in collecting raw materials for rebuilding their houses due to bamboo flowering.

Describing that the usual relief amount of Rs 4000 per house being granted to the victims was not logical, he appealed to the Government to increase the relief amount and provide it to the victims on the basis of the gravity of damage caused to them. The Arunachal Pradesh Catholic Union (APCU) team led by its president Tok Butum visited the victims of the fire accident at Boasimla and distributed relief materials to 52 affected families.

The victims were provided with essential food items, blankets and household utensils in a brief relief distribution function held at general ground Boasmila in which Mukbul Siram, Circle officer Kamporijo, Bar Sumpi, ZPM Kamporijo, Block II and Anchal Samity and Gram Panchayat members were present.

In an effort to extend help to fire victims of Boasimla, the Puri-Bar and Teshi Welfare Society, Boasimla voluntarily collected materials and help the fire victims during reconstruction of their dwelling houses at Boasimla.

 

 

Govt declares AAPSU bandh illegal

ITANAGAR, May 16:  The government has declared the proposed All Arunachal Pradesh Students Union (AAPSU) bandh call on May 18 as illegal  and  unjustified as it warned of stern action against bandh callers.

The Parliamentary Secretary Home Gadam Ete said that it had responded to the AAPSU’s five point charter of demand and had proposed meeting to hold with its  executive members which was turned down by the Union.

Ete further accused the students of repeatedly ignoring the goodwill gesture shown by the government. The govt further said that AAPSU must act maturely and refrain from such illegal activities for the greater interest of students, general public and citizens. Such bandh calls not only hamper the development activities but also bring bad name to the state, he added

He said that there is tranferency in handling of financial matters while adding that the crime rate  and case ratio in the state has been reduced considerably after Nabam Tuki took over as the Home Minister. He said that there is no failure in law  and  order situation as raised by unscrupulous organizations in the state.

Ete further said that the present state Government has already initiated step to tackle the law  and order problem in a matured way and that the police forces are doing their duty round the clock for the safety of the citizens in the state. He further said that  few individuals and organizations are purposely indulging in un-lawful activities to bring bad name to the present State Government, the case of such matter are quite separate and there is no link with the business of the Government.

Responding to the border row, he said that the Government has already initiated steps to solve the border problem while informing that the govt is constantly in touch with Assam and the Central Government.

Ete touching about the Chakma - Hajong refugee issue in the state, said that govt is aware of the  problem and is taking care of the situation.

Meanwhile, the District Magistrate, Itanagar Capital Complex, Naharlagun in an order declared the proposed 24 hrs bandh call on May 18 and 19 by All Arunachal Pradesh Students’ Union (AAPSU) as illegal. The magistrate urged the AAPSU to abstain from any act that may affect the right, liberty, safety and security of common citizens adding that any damage to public and private property shall be recovered from the AAPSU/ bandh caller.

Transporters to stay away from bandh

Meanwhile, All Arunachal Pradesh Public Transport Federation (AAPPTF) and All Arunachal Public Bus Welfare Association (AAPBWA) in a joint meeting here today decided to oppose the proposed state-wide bandh call by AAPSU on May 18 and any bandh call in the state in near future.

It said “though both the  AAPPTF and AAPBWA respect the premier students’ union and morally support their demands particularly the demand for white paper, but such bandh call has direct effect on the economy of individuals and the state and is totally against the interest of public.”

It appealed to the AAPSU to follow the path of peaceful protest in form of dharna instead of bandh and also appealed other organizations to give up bandh culture.

 

 

Force deployed to maintain law and order: Govt

ITANAGAR, May 16: Weighed down by criticism at the handling of public hearings to pave way for hydro electric projects in the state, Arunachal Pradesh Government termed it as wrong propaganda spread by some organizations.

Parliamentary Secretary Hydro Power R T Khunjuju said that it has to be understood that engaging security forces is not to disturb peace but to maintain law and order for greater interest of majority of its common citizens.

He further said that deployment of security forces for conduction of public hearings is a decision taken by the local administration in view of threat perception of violence or destruction of public properties as witnessed earlier. This is only a preventive measure and not a tactic to create fear psychosis amongst the public as alleged, the statement added.

Law and order was broken and peace breached during the last Public Hearing on the Lower Siang Hydro Project by a section of anti-project protestors, he said while adding that the avoidable violence of April 17, 2012 may have prompted the administration to take precautionary measures this time around.

This is in no way a resort to harass or intimidate the common people, he said. Use of force to conduct a public hearing will kill the very purpose of holding it at the first place, which our Government does not subscribe to, he added. Our Government does not believe in confrontations but mutual understanding and respect to evolve a solution to each and every problem, the statement added.

 

 

NCP  calls for  Govt attention towards genuine issues

ITANAGAR, May 16: While referring to the proposed 18th May bandh call in protest against the state Govt’s failure to present white paper on financial status of this fiscal year, the Nationalist Congress Party (NCP) Arunachal Pradesh Unit said the genuine issue on financial matter needs to be unveiled before public for justification.

Pointing out the plight of the contractors due to non-release of pending bills, the NCP president Ngurang  Pinch said the adversely affected small time contractors who had borrowed money to run their business are found to be in  trauma due to non-release of their pending bills under the PWD, UD and other departments. He further said “the battered contractors claiming the over drafting of worth crores should meet their demands  by seeking legal justice from the Court.”

Financial matters are related to national security and integrity of the state, Pinch said adding “just by projecting a deficit budget, the govt. cannot demand empathy and force us to overlook the cat and mouse game.”

Expressing concern over the long-pending Assam-Arunachal Pradesh boundary row, the state unit NCP president said all the conscious citizens should support the demands of the AAPSU and AAPBSU for early solution to boundary dispute.

While appreciating the concern raised by some organization and individuals on boundary row, the NCP  appealed to the  cognizant citizens to gain better knowledge about boundary issue and go through details of the 1951 notification for better movement for amicable solution to boundary issue.

Expressing concern over repeated violation of the status quo by Assam Govt,  the NCP said Arunachal Pradesh has been maintaining the status-quo agreement signed between the two states in the year 1979 truthfully. Is it only Arunachal Pradesh alone to maintain the agreement? the party wonders.

 

 

Special district consultative meet on women SHG

ITANAGAR, May 16: A Special District Level Consultative Committee (DCC) for formation of Women Self Help Groups (SHGs) under backward district scheme of Government of India in Dibang Valley was held at Anini recently.

The issues taken up in the meeting, which was presided over by Deputy Commissioner In-Charge Bopai Puroik, EAC were approval of NGOs, detailed block-wise survey and potential mapping, formation of  Project Implementation Monitoring Committee (PIMC), appointment of Business Correspondents, convergence of various schemes implemented by different agencies and departments, identification of potential activities in the district, awareness programme for stakeholders by NABARD, close co-ordination amongst departments, NGOs, banks, recovery, weaver Credit Card, CD ratio,   etc.

The house gave post-facto approval of MOUs signed by identified NGOs viz., Athupopo Social Foundation , AMYAA and SBI in March 2012 for implementing the scheme. The two agencies will prepare their projects based on detailed survey of the respective blocks allotted and submit to NABARD for obtaining sanction for formation of Women SHGs. Project Implementation Monitoring Committee (PIMC) which would oversee the progress of the scheme was formed with representatives from NGO, NABARD, LDM and nodal bank branches. The Committee will meet on a quarterly basis and review the progress.  Based on existing ground realities, it was observed that linking the SHGs with the bank was not financially viable unless a cheaper means for collecting and deposit of their savings could be chalked out. The meeting requested Lead Bank Officer to take up with its higher authorities for appointment of Business Correspondents for the scheme at the earliest.

NABARD Manager K. Vaiphei suggested for integrated approach in implementation of developmental/ promotional schemes of various departments and agencies through convergence and requested EAC to advise its departments in the district for dissemination and sharing of information on the schemes implemented by them and co-ordinate with other developmental agencies. He also requested the line departments to identify potential activities and pass on the information, so that, the SHGs proposed to be promoted under the GOI scheme can be oriented and motivated by the identified NGOs for taking up as livelihood activities.

RBI AGM, K.K. Pandey expressed his apprehension on not only the low but decreasing CD ratio in the district from 29.68% in September 2012 Quarter to 23.27% in March 2012. He advised LDM to take steps for increasing CD ratio to the minimum national norms of 60%. The RBI Officer emphasized a need to create credit demand at the grass root level through line departments of State Govt. to improve the CD ratio. He assures the presence and active role of RBI in future meetings and deliberations.

S. Mukherjee, Manager RBI also spoke on currency chest.  District Agricultural Officer In-Charge, N. Mena suggested for mobile van for transportation of vegetables from adjoining villages to Anini and a marketing outlet to prevent wastage for increasing the income of the women and farmers.

The house discussed recovery scenario which is not satisfactory in respect of PMEGP and Industry and resolved that SBI and SCB Managers should take the help of district administration in recovery of loans.  Representatives of Athupopo Social Foundation and AMYAA, Sunil Mow and Paul Chawang assured their best efforts for making the Women SHG scheme successful in the district and seek the support of other agencies. They requested the Consultative Committee to include them in future DCC meetings on a regular basis so that progress made under the projects assigned to them and problems encountered thereagainst at the grass root level can be shared, discussed and resolved.  

LR Rana, Circle Inspector who represented the police department assured all possible efforts for security in the district so that all banks and developmental agencies function without any problem.

EAC and DC In-charge Bopai Puroik exhorted the agencies and departments to work with dedication and implement the schemes sincerely for improvement of the lives of the rural poor in the district and assured the support of administration wherever possible.

AK Deb, Lead District Manger and Convenor of the DCC meeting advised the NGOs to hold PIMC meeting regularly on a quarterly basis and suggested that, wherever possible, it would be clubbed with DCC meetings.

The LDM clarified the queries made by J. Rime, Asst. Director of Textile and Handicraft on Weaver Credit Card Scheme of GOI. He also requested NABARD to hold awareness workshops/seminars for the stakeholders at the district and block levels.

The Committee also reviewed the flow of credit under priority sector and the prevailing security scenario.

Lower Dibang Valley District has been identified as one of the backward districts in India by GOI, where Scheme for Promotion and Support of Women Self Help Groups is to be implemented. The objectives of the scheme are – providing access to banking services for the poor, converge delivery of social development programmes, promotion of livelihood development for the poor and empower the women through micro-finance and by promotion of Women SHGs.  

The meeting was attended by representatives from line departments of the State Government, RBI, NABARD, Lead Bank, State Co-op Bank and NGOs.

 

 

Hapoli to Haopolyang

ZIRO, May 16: Ziro, the district headquarters of Lower Subansiri with compact population and ascending literacy rate is known as one of the most beautiful and fascinating Valleys that attracts huge chunk of domestic as well as international visitors every year. The Valley boasts of breathtaking landscapes, fish-paddy double cropping and beautiful culture that is an ultimate ingredients to attraction of visitors and successful lives.

A visitor first lands at Hapoli and then enquires whereabouts of beautiful valley Ziro. They are not to be blamed because every signboard put up there in market place read as Hapoli.

Sometimes it becomes quite embarrassing for a commoner to explain when a visitor wants to know about Ziro or Hapoli.

To make him understand, the most appropriate answer would be that ‘government offices are at Ziro while the commercial centers are located at Hapoli. The visitors would presume that, the road from Pai Gate to District Hospital running alongside DC Office and Post Office will be the boundary line between Ziro and Hapoli. Only this ornamental explanation can perhaps convince the answer seekers.

Ziro was made HQ for Subansiri Division (present Old Ziro) decades back till it was shifted to Hapoli in 1960.

After shifting, the government renamed Hapoli as Ziro and the original Ziro as Old Ziro on 15th August, 1960 on the eve of 14th Independence Day. The rationale behind shifting was for easy access for general population and renaming Hapoli as Ziro might have been for the convenience of official file process and other correspondences. The government changed Hapoli to Ziro but Hapoli did never get due recognition as district headquarters. It was a mistake.

Though government recognized Hapoli as Ziro as the district HQ of Lower Subansiri in 1960, locals here does not accept it even after 52 years of its declaration. For them, Hapoli remains as Hapoli (original name Haopolyang) and old Ziro remains as Ziro. It is seemingly established that their mental setup will never change on the subject. If we ask a shopkeeper opposite DC office, he would say his shop is at Hapoli. On the other hand if you ask an employee of DC office, he will say his office name is ‘DC office Ziro’.

The people of Bamin-Michi donated the land at Hapoli for establishment of district HQ. The land donors still refer Hapoli as Haopolyang, its original name. The land donors now questions as to how the name was mispronounced at the time of official recording. Of course, it is not a serious issue. It can be changed if local people so desires.

It is a fact that the process of renaming of cities or towns of India started after the end of the British era in 1947. The process of returning to originality started in 1948 with renaming of Jajesmow to Jajmau and subsequently in 1995, 1996 and 2001 the metropolitan cities of Bombay, Madras and Calcutta were renamed as Mumbai, Chennai and Kolkata. In 2006, south Indian city Pondicherry was renamed as Puducherry while North East India’s leading commercial centre of Gauhati was renamed as Guwahati. Arunachal Pradesh too is not behind in the process by renaming Along to Aalo in recent years.

The road to rename is in place and therefore in line with others, the name of Lower Subansiri district HQ should also be changed to Haopolyang, the original name of the place for better communication and exposure.

However, as regards to change of Hapoli to Haopolyang, the Haopolyang Residence Right Forum (HRRF) under the Chairmanship of Michi Tamang and Secretary Kuru Tago is taking up the matter. In broader way, considering people’s unwillingness to accept Hapoli as Ziro, the HRRF should also initiate renaming of district HQ from Ziro to Haopolyang as the HQ is located at Haopolyang not at Ziro.

Drinking water and compensation

The people of Chimpu village and its adjoining area are facing acute shortage of drinking water due to damages caused to the water supply line along Hollongi-Itanagar road. It is badly damaged because of the road work in connection with the construction of 4 lane NH52-'A' from Hollongi to Itanagar. At present, rainwater is the main source of drinking water for us. But few well-to-do families, who are having their own ground well/tube well, do not feel it necessary to raise their voice for common masses, even the panchayat body does not stands for its citizen. We are still confused which agency is responsible for providing daily water supply. Is it PHED & water supply or the Highway (PWD).

Moreover, we are also very much anxious and confused about the construction of the 4 lanes highway. The road construction work is being carried out without payment of compensation to the land affected people. We are confused whether the construction works are taken following the guidelines of National Highway Acts, or not. Is it constructed under SRK Company's own rule, or the autonomous rules of the Govt or few vested interested persons who are involved in construction  process?

We, the frustrated citizens of Chimpu village, who have been affected by the construction of the  four-lane National Highway, ardently request  authority to restore drinking water supply and early release of land compensation to the land owners as per the DPR.

Misleading and exaggerated information

Dear Editor,

This is in reference to the letter under the headline “Allegation completely baseless” (May 5) issued by three writers highlighting about the developmental activities undertaken by our MLA cum Parliamentary Secretary Nido Pavitra.

My subject will be focused particularly on the Tamen-Dollungmukh road only. In one side, it is nice to see the highlights about various developmental activities undertaken by our Legislator but in other side it is disheartening also, as the three writers had given misleading and exaggerated information regarding Tamen-Dollungmukh road. The writers had rightly pointed out that the road is a dream project of the area, which was eluding the people specially the denizens of Piirii Pumb for decades. So when the sanction order of Tamen-Dollungmukh road was shown to us by our MLA cum Parliamentary Secretary, I could not believe it at first instance and at the same time could not sleep the preceding night due to joy as the dream came true after many decades.  I  hoped the road work would be started within no time. Not only me, the whole people, who are directly or indirectly benefited by this mega project, were excited to have the road soon. However, it was short lived when I back to my dreamland again to see my own mother land which was abandoned decades ago due to want of road communication. Because neither the PWD department (which is the executing agency) nor the contractor who has been entrusted by the PWD department are really interested in executing the project properly. Due to such lackadaisical attitude of the authorities concern the progress of the road is very very slow and according to me not even 10 percent of formation cutting is completed. On the other hand to my utter dismay the three writers had added fuel to the burning topic by giving misleading and exaggerated information regarding Tamen-Dollungmukh road.

Therefore, being one of the direct beneficiaries of the project, I would request you to kindly clarify your stand on the matter with documentary evidences within a week. At the same time, I would request the Executive Engineer, PWD, Ziro to kindly justify the matter particularly the total sanctioned amount and progress of the work as stated by Baja Yukpo and party. Otherwise, I shall have to obtain the information’s through RTI Forum. Because many people of the area are very confused and surprised to see such misleading and exaggerated information related with such mega project.

Shift office

Dear Editor,

It is a plea to the government of Arunachal Pradesh to take some initiative to shift the “Office of the Director of Census Operation, Arunachal Pradesh” located in Shillong, Meghalaya to Itanagar Capital Complex for the interest of the Research Scholars in particular and public in general.

As a matter of fact, many do not know the existence of office and it will be convenient for the stakeholders such as scholars and policymaker to access the data if it is located in its own state or capital. Shifting of the office will benefit the people of Arunachal Pradesh in many ways.

HR violations

Indian officials need to immediately open transparent and impartial criminal investigations into recent cases where police have assaulted women, said Human Rights Watch.

Human Rights Watch and other groups urged the Indian government to set up a high-level task force to advise the government on an appropriate multi-faceted response to violence, including victim and witness protection. The task force should assist the government in developing protocols and standards for how to respond to violence against women and children, especially sexual assault; to prevent discrimination and improper police interference; and to ensure perpetrators are identified and held accountable.

The Human Rights activists  called on the government to ensure that vulnerable groups, in particular sex workers, those living with HIV, people with disabilities, people from transgender communities, and those reporting sexual assault by the police, can access appropriate medical treatment without police interference and in a non-discriminatory manner.

The high-level task force should operate in a transparent and consultative manner, tapping into local and international good practices and expertise, Human Rights Watch said.

It’s appalling that one arm of the government spends millions on women’s health while another can assault and harm women’s health without facing justice, observes a Rights activist.
